Associate partner and economist with Atos Consulting who has particular expertise in post-conflict governance, justice and security reform, public administration reform, public sector performance improvement and private sector development. He combines broad experience both in the design and the implementation of high-impact donor interventions.
Experience
Between 2002-06, he managed the Safety, Security and Access to Justice Programme in the Balkans. In this role he designed, programme managed and quality assured 11 large projects in 5 countries. He has since led a series of smaller projects in the region, as well as working as part of a team prioritising rule-of-law interventions in Darfur following the Comprehensive Peace Agreement.
Worked on many other international public sector performance improvement assignments. He managed a high-profile 3-year assignment in Bulgaria improving public services through One Stop Shops in central government institutions. He also advised the Jamaican Ministry of Transport and Works on setting and monitoring performance targets for its subordinate agencies.
Private sector development experience includes a secondment to Partnerships UK, advising the Chennai Water Supply and Sewerage Board on privatisation options; and advising Montserrat’s Ministry of Communications and Works on the set-up of a new Commission to monitor performance in the electricity and water sectors.
