Department for Work & Pensions Jobcentre Plus - Supplier Relationship Management

The DWP is the largest civil service department accounting for approximately 28% of civil procurement and with an annual spend in excess of £4bn.

Business Challenges

  • Jobcentre Plus has an annual spend of approximately £1.3bn with payments made to 3rd party providers being the largest component of this, with an annual spend of £964m (for services supplied to supporting people into employment)
  • Jobcentre Plus is currently undergoing significant changes in the way it buys and manages 3rd party provision. Where previously contracts have been let and managed in a fragmented way (at regional and district level), they will now be let by teams working within a single Procurement Division

Solutions

  • To support the establishment of a new national Supplier Relationship Management (SRM) team through SRM skills transfer
  • To support Jobcentre Plus to classify their Provider base and to prioritise SRM resource to key Providers who are critical to achievement of Jobcentre Plus goals
  • To develop a full implementation plan for pilot SRM engagements with the top 2 Providers and a future wave plan to roll out SRM to all key Providers
  • To develop an implementation plan for Supplier and Customer Performance Measurement at contract level and improvements to data capture and aggregation to ensure high quality Provider level management information

Benefits

  • High quality management of the Provider base through coordinated and complementary efforts of Jobcentre Plus Contract Management, SRM and Management Information teams
  • Continuous improvement of Provider performance through focussed programmes yielding tangible benefits in Quality, Value and Service
