Atos Consulting is managing a complex and large scale public finance reform programme in Bangladesh. We are working with the Ministry of Finance, the Comptroller and Auditor General, Financial Management Units (FMUs) in twelve line ministries, the Controller General of Accounts (CGA) and the Financial Management Academy to support an integrated approach to public finance reform.
The key elements of the programme are:

• Reform of budget processes including revenue and expenditure forecasting;
• The institutionalisation of a Medium Term Budgetary Framework (MTBF);
• Development of financial policy and planning capability;
• Reform of the audit and accounts functions;
• Enhancement of financial, resource and performance management capacity within the line ministries;
• Support for training and capacity building (through the Financial Management Academy) in financial management and planning; and
• Cross cutting IT support for the project and GoB in relation to financial management.

To date, the programme has involved the selection and placement of over 70 professional personnel covering a range of disciplines, including economists, public finance specialists, and IT specialists to support financial reform at the policy, planning and operational levels.
