Halton and St Helens Primary Care Trust (PCT) came into existence in October 2006 and started on its journey to becoming an intelligent commissioner of provider services. The first stage on this journey was to develop intelligence into the available provider base and ensure that the PCT has an appropriate relationship and governance in place to manage providers effectively from both a commercial and non-commercial perspective.
